Sakhalin: Japan wants to increase quota of coal imported from Russia

Japanese quota of coal imported from Russia totals only 7%. "It does not suit us. Japan and Russia are very close to each other geographically, and quota of coal might be bigger because Japanese energy sphere will continue to use high-energy coal," representatives of Japanese the Mitsubishi and Mitsui Companies are quoted by Sakhalin regional administration staff information department as stating on November 16 at a meeting of members of the Working Group on efficient usage of natural gas in the territory of Sakhalin Region with Sakhalin Deputy Governor Vladimir Shpakovsky, a REGNUM correspondent informs..

Representatives of the Japanese companies stressed that Japan exports coal from Australia, China, Indonesia, and Russia, now; however, Russian quota totals only 7%. The Japanese expressed their interest in promoting projects on coal export, modification of ports, railway, and other infrastructural objects indicated in master plan.

Mitsubishi and Mitsui's exerts will meet with specialists of appropriate branch enterprises during their stay in Sakhalin in order to discuss way of cooperation in the abovementioned aspects.

As it was stressed at the information department, the Working Group was established in fall of 2004, after Governor Ivan Malakhov proposed to the Japanese Mitsui and Mitsubishi Companies engaged in shelf projects to participate in searching possibilities to use natural gas and coal reserves in Sakhalin Island.

The research resulted in a 700-page master plan. Possibilities to construct gas processing facility provided with produced methane, gasification of electrical energy production, prospects of modernization and extending ports for coal export were considered in it. Certain projects and ways of their realization were proposed in all these dimensions. Main clauses of the master-plan were presented at the region's administration in April 2006.

Opening the current meeting with specialists of the Japanese companies, Deputy Governor Vladimir Shpakovsky stated: "We are glad that our cooperation, aimed at settlement of economic cooperation problems, takes on constant character; I want to express my gratitude to all specialists for their participation in joint activity resulted in development of the master-plan on efficient usage of natural gas in Sakhalin."
