Rosneft President Sergei Bogdanchikov believes Russia's oil companies Surgutneftegaz, Lukoil and others should take part in exploration and development of offshore fields in the Far East.

He pointed out that mostly foreign oil companies operate in the Sakhalin Island.

"We would be glad if our Russian partners join us," he said.

Rosneft is a participant in the Sakhalin-1 project to develop the Chaivo oil field. The project's operator is U.S.' Exxon Neftegas Limited, a subsidiary of U.S.-based Exxon Mobil Corporation.

Among other shareholders in Sakhalin-1 are Japan's Sodeko and India's Videsh.

Bogdanchikov said Rosneft's strategy in the Far East is aimed at increasing capacity of an oil refinery in Komsomolsk-on-Amur and improving the quality of its products.

At present, the refinery processes 8 million tonnes of hydrocarbons a year.

Rosneft also plans to build an oil refinery with capacity of 20 million tonnes of oil at the end section of a future Eastern Siberia-Pacific Ocean pipeline. This plant will be built in Kozmino Bay near Nakhodka.

The company has no plans for construction of oil refineries in Sakhalin, Bogdanchikov said.
