Russia, Japan in constructive talks on cooperation expansion

Russian Prime Minister Mikhail Fradkov has expressed satisfaction with the way his official visit to Japan is underway. Fradkov noted on the results of his talks with former Prime Minister of Japan Yoshiro Mori and Speaker of the House of Representatives of the country's parliament Yohei Kono that Russia and Japan are engaged "in a rather constructive and friendly conversation on what is needed in order to raise the cooperation effectiveness and expand interaction."

According to him, among priority matters discussed by the two sides are cooperation in the spheres of power engineering, high technology, wood processing, fishing industry and cooperation between the two countries' law enforcement agencies. Promising is also bilateral cooperation expansion "at facilities of the Far East in connection wit plans for the development of this region," said Fradkov. "And we will not confine ourselves to this," he noted.

Fradkov also told Itar-Tass on Tuesday that the high technology and energy spheres are among the most promising fields of cooperation between Russia and Japan for the coming years.

In the energy sphere priorities are oil and natural gas, the Sakhalin-1 and Sakhalin-2 projects, as well as the East Siberia-Pacific oil pipeline and petrochemical projects, Fradkov noted.

According to the Russian prime minister, during his talks with the Japanese prime minister on February 28 and within the framework of a bilateral investment forum, Russia and Japan will discuss projects in this sphere in more detail.

The Russian government head believes that Russia and Japan intend to considerably intensify cooperation in the high technology sphere. The main task for today, in his view, is "the unification of the two countries' potentialities."

In particular, according to Fradkov, Russia has developed such potential in power engineering, the atomic industry, space exploration and communications. On the other hand, it is possible to use Japanese specialists' designs in communications and space exploration.

Fradkov also particularly noted that the two countries have major possibilities for cooperation "in the sphere of nuclear fuel enrichment." "We have the experience, in particular, in cooperation in scrapping submarines, as well as making joint investments," the Russian prime minister indicated.

Fradkov said after a meeting with Speaker of the House of Representatives of the Japanese parliament Yohei Kono and the country's former Prime Minister Yoshiro Mori that the territorial dispute between Russia and Japan should be settled without making haste, but as bilateral relations progress acquiring a new quality.

In the words of the Russian prime minister, during the meeting the sides discussed the current state of relations between the two countries, first of all trade-economic aspects of cooperation. "We also didn't omit the territorial dispute that worries our colleagues," Fradkov pointed out.

"I expressed the view that this issue should be settled without haste, as our relations progress into a new quality, by means of forming greater trust, developing cooperation, first of all in the economic sphere," Fradkov went on to say. "It will take, to all appearances, time and joint efforts," said the Russian prime minister.

Answering an Itar-Tass question Fradkov on the whole expressed satisfaction with the results of the first day of his official visit to Tokyo. "It's good here in Japan, calm, life is going on, work is in full swing, there are no unnecessary people and everybody is employed," the Russian prime minister said with a smile.
